I have installed a setup using wamp for php/mysql/apache successfully on a Windows XP OS. All testing is done on through localhost. Following the steps:

1) I have edited the config.inc.php file. My root folder I THINK is C:\wamp\www (i.e. localhost) right? So i should place the unzipped rateme folder to C:\wamp\www\rateme  then i set $pathtoscript="rateme/"  ??

2) I can't chmod to 777 because of Windows. Instead i have right-clicked the Images folder and made it NOT read-only. Is this enough??

3) Everything OK with install.php

4) I dont get a basic implementation of the voting script when i point the browser to index.php. Nothing is linking to the main.inc.php file. I get this:
